With this you can get at least 55% less aggressive expansion penalty. In about a year your network can get up to 100, and it gives you +20% seige ability and -10% aggressive expansion. They also get special buffs for what type they are. If you get this you can spawn about a fourth of your force limit for 100 dollars, so theyre cheaper, spawn with a general, and don't contribute to your force limit.
